Animal Control - Heroes or Zeros?

For several months, our neighbors have been running a puppy mill.  For those not familiar with puppy mills, they are exactly what they sound like.  A place where puppies are bred for profit.  A concept that is not too bad, until the mill has more puppies than they can handle and no client to buy the puppies.

These puppies and the dogs used to breed them have been escaping the confines of our neighbors back yard.  Concerned about the safety of the wandering animals, we contacted our county's Animal Control.  Each call was answered with either an excuse as to why Animal Control was unable to respond, or an excuse as to why nothing could be done.  Either way, the dogs remained unCONTROLLED.

The lack of response by Animal Control eventually resulted in the death of the adult female dog.  She was hit by a vehicle.

Animal control was notified and the neighbors were served a warning to keep their dogs under control, or the dogs could be removed.  The warning was largely ignored by the neighbors as there were anywhere from 1 to 5 dogs at any given time roaming, freely.  

More calls to Animal Control were made.  More excuses were given.  A call was made by me to the Animal Control.  Since they close at NOON, I left a rather frank voicemail expressing my displeasure with all of their excuses and lack of action.  I received a call back by them expressing their displeasure at my thinking that they were in the business of making excuses.

Today, 2 March, 2009, our neighbor's adult male dog was in our yard (loose), limping.  We captured the dog and brought him into our home (locking our 2 dogs away to avoid confrontation).  Our inspection of the dog revealed that he had sustained a serious injury to the left, rear leg.  A visible deformation was present - possibly a broken bone, or a displaced hip.  Either way, the dog was in so much pain that he would not use the leg to walk.

We contacted Animal Control to have the dog taken and examined.  They came up with an excuse as to why they were unable to come, today, to get the dog.  With some heated convincing, the Animal Control guy finally agreed to get the dog.

It is obvious that our Animal Control department does not have an interest in performing their duties.  Because of this, an e-mail was sent to the County Administrator, outlining all problems explained, above.  I wonder how many excuses the Administrator will have to defend the Animal Control department?

Isn't there an organization against bad puppy mills? - this seems to be a bad one if 5+ dogs are on the loose at a given time. - OR - you might want to call your local newspaper and give them the "scoop' - ( no punn intended) - THAT might get the attention of your local Animal Control and the puppy owners!

That is terrible, I hate puppy mills. Expose the animal control any way possible.
I think i know the problem, with all of the foreclosures , they don't have any where to put them,
very sad situation.

My goodness. Anyone that loved those animals wouldn't be leaving them to roam like that. I am disgusted that animal control will not do anything. It there a Humane society in your area?

PIRATEGIRL - I do believe there are organizations against puppy mills, but in less populated counties like the one in which I live, there is really nothing that is enforced. I do like the idea of contacting the paper. Our local paper is tied in with 2 other papers, so if the story is in one, it'll be in the other 2. No better way to get the word around!

LADYG - Puppy mills are terrible, terrible things. There are a few mills where the dogs are well taken care of. I have no big problem with THOSE mills (other than the uncontrolled population increase of potentially unwanted dogs). But, true to many of the mills, there is just no regard to the laws or the safety of the dogs.

SWEETVAMPIRESS - I am not sure if there is a Human Society in these parts, but that is something that I can research really easily. It is disgusting that the dogs are let to roam, but what really made my temper flare was the fact that Animal Control seemed to not care that the dog sustained a terrible injury to the hip/leg area. When the adult female was hit by a vehicle, they shrugged it off like, "oh well, I guess we were a little late with that one... better luck next time." I wonder if there is a way to oust the current animal control employees and replace them with a staff who knows what they are doing and who cares about the animals they are supposed to protect...

I was just about to suggest you call the local paper, but I see PG already suggested it. Seems like the thing to do. Certainly that would prompt action from Animal control, and maybe the reporter would get to the bottom of the inefficiency of your animal control department. Television stations too have reporters who lick their chops at this sort of story.

I may have a better story for the press. It would seem that the Animal Control people told the county administrator (in response to the e-mail I sent her regarding her AC division's lack of caring) that the injuries the dog sustained were really old. Perhaps several months old. That is pure crap, as I just saw this dog in perfect health within the past week. This injury is less than a week old. As it turned out, the dog had to be put down, because of the injuries. Injuries that could have been avoided if Animal Control just did their job the first time they were informed. So yes... it would seem that this ever developing story might be paper worthy.

Such a shame that people breed dogs and don't care for them.
I agree that a contact to the local TV or papers might do some good.
